Operational Optimization Formulation

This page documents the canonical FHOPS operational MILP formulation used by the
Pyomo implementation in ``fhops.model.milp.operational``.

The formulation is maintained from a shared source module so the SoftwareX
manuscript and Sphinx docs stay synchronized.
