VDYP logging helpers for run-scoped artifact paths and appenders.

append_jsonl(path, payload)	Append one JSON object line, creating parent directories as needed.
append_line(path, line)	Append one line of text with newline, creating parent directories as needed.
append_text(path, text)	Append plain text, creating parent directories as needed.
build_tsa_vdyp_log_paths(*, tsa_code, run_id)	Build run-scoped VDYP log artifact paths for a single TSA.
build_vdyp_stream_header(*, phase, ...[, ...])	Build a consistent VDYP stdout/stderr stream header block.
build_vdyp_stream_log_block(*, ...)	Build one persisted VDYP stream log block from header + process stream text.
resolve_run_id([env])	Resolve run id from environment, falling back to UTC timestamp.
serialize_jsonl_payload(payload)	Serialize one payload for JSONL output with legacy default=str conversion.
vdyp_log_base([vdyp_io_dirname, env])	Resolve VDYP log base directory, honoring FEMIC_LOG_DIR override.
